Wei’s sample assessment

What the rules engine found for Wei’s made-up answers: the paths it examined, what each one needs, and what it couldn’t decide.

Wei, an AI-generated fictional character

Released at once, or held for a lawyer?

Our lawyers approve the rules an assessment is released on. Routine ones are released at once; anything unusual waits for a lawyer first, and so does anything resting on a rule a lawyer has not approved yet. Here is what would happen to this one.

Released at once

Nothing in it needs a lawyer’s individual judgment, so a real applicant with these answers would see it straight away, built on rules the lawyers approve.

Pathways examined

Wei’s sample report says: “You’re aiming for: Permanent residence through business (start, buy, or expand a business in Canada). We checked your answers against 11 requirements for your goal. Here’s what we found: 7 appear to be met, 3 may not be met and 1 needs more information.”

  1. BC Provincial Nominee Program: Entrepreneur Immigration Base streamWorth exploring

From what you told us, 4 of 4 requirements checked appear to be met.

  2. Manitoba Provincial Nominee Program: Business Investor Stream, Entrepreneur PathwayWorth exploring

From what you told us, 3 of 3 requirements checked appear to be met.

  3. BC Provincial Nominee Program: Entrepreneur Immigration Regional streamWe need a bit more info

From what you told us, 2 of 3 requirements checked appear to be met. We still need to confirm: Regional stream: new business in a B.C. participating community, with that community's referral after an exploratory visit.

  4. Ontario Immigrant Nominee Program: former Entrepreneur StreamClosed to new applicants

The former Ontario Entrepreneur Stream is closed to new applicants. You reported no immigration application in progress. This result concerns that former stream only; other immigration or work routes need a separate assessment.

Four different questions

Eligible, competitive, up to an officer, and what to file

Meeting the entry requirements isn’t the same as being chosen. The sample keeps apart what the law requires, how a program ranks people, what an officer decides, and what the application itself needs. Every requirement the report checked is in one of the four.

Legal eligibility

What the law and the program’s rules ask of this person before they can apply.

  • 3 not met
  • 1 needs more info
  • 7 look good
  • Self-employed Persons Program: applications not accepted since April 30, 2024Not met · Self-employed Persons Program (federal)Official source
  • Start-up Visa Program paused June 30, 2026: no new applicationsNot met · Start-up Visa Program (federal)Official source
  • Ontario Entrepreneur Stream: closed to new applicantsNot met · Ontario Immigrant Nominee Program: former Entrepreneur StreamOfficial source
  • Regional stream: new business in a B.C. participating community, with that community's referral after an exploratory visitNeed more info · BC Provincial Nominee Program: Entrepreneur Immigration Regional streamOfficial source

Selection competitiveness

How the person would rank against other candidates, where the program ranks them at all.

This program doesn’t rank applicants against each other, so there is no score to beat.

Discretionary outcomes

What an officer weighs and decides beyond the checklist.

None of the requirements checked here is mainly an officer’s discretion, though an officer still decides every application.

Applying and filing

How to apply, what to file and what it costs: not whether the person qualifies, but what the application needs.

    What’s missing or uncertain

    Still to confirm

    • We cannot confirm the Regional stream’s community requirements from your answers. You need a referral from one of B.C.’s participating communities, given on its referral form after an exploratory visit to that community and a meeting with its Designated Contact Person; a referral is valid for 90 days from the date of issue and must be uploaded with your registration, and your business must align with one of the community’s economic development priorities. As of June 24, 2026, B.C. lists these participating communities: Mackenzie and Quesnel (Cariboo); Castlegar & Central Kootenay (Areas I & J), Columbia Valley & East Kootenay, Kimberley, Nelson & Central Kootenay (Areas E & F), Rossland and Trail (Kootenay); Bulkley-Nechako (Nechako); Dawson Creek and Fort St. John (Northeast); Penticton, Salmon Arm and Vernon (Thompson-Okanagan); and Campbell River, Comox, Mount Waddington and Powell River (Vancouver Island/Coast). B.C.’s Regional Immigration Collaboration page marks Comox as paused until August 2026 and Campbell River as paused until September 2026, so confirm the community is issuing referrals. A business outside these participating communities cannot use the Regional stream.

BC Provincial Nominee Program: Entrepreneur Immigration Regional stream

    • Regional stream: new business in a B.C. participating community, with that community's referral after an exploratory visitNeed more info

We cannot confirm the Regional stream’s community requirements from your answers.

As of June 24, 2026, B.C. lists these participating communities: Mackenzie and Quesnel (Cariboo); Castlegar & Central Kootenay (Areas I & J), Columbia Valley & East Kootenay, Kimberley, Nelson & Central Kootenay (Areas E & F), Rossland and Trail (Kootenay); Bulkley-Nechako (Nechako); Dawson Creek and Fort St. John (Northeast); Penticton, Salmon Arm and Vernon (Thompson-Okanagan); and Campbell River, Comox, Mount Waddington and Powell River (Vancouver Island/Coast). Compare changes to your own facts. Conditional examples are separate from your current-law result.

Working through what you can change

Let’s take the open requirements one at a time: what your answers tell us, what you can work on, and what to check before spending time or money. Missing information comes first; it may need confirming rather than fixing.

BC Provincial Nominee Program: Entrepreneur Immigration Regional stream

    • Where you settle
Regional stream: new business in a B.C. participating community, with that community's referral after an exploratory visit

We cannot confirm the Regional stream’s community requirements from your answers.

      Confirm this first

The answers behind this finding: What would you like to do in business in Canada: Start a new business; Would the business you plan to use for immigration be outside the province's largest metro area (its biggest city and the towns around it): Yes, in a smaller city or rural community; Has a participating local community in Canada given your business a referral, support letter or endorsement: No.

For BC Provincial Nominee Program: Entrepreneur Immigration Regional stream, this is an unanswered question, not a confirmed shortfall. Settle it before spending time or money trying to fix it.

      How to take this forward
      1. Confirm the missing detail in the finding above from your records, then update your answers. If you already meet the requirement, you may need evidence rather than a change in circumstances.
      2. Compare this location requirement with where you actually want and are able to live. Consider work, housing and family commitments before changing your plan.
      3. If another location is genuinely workable, update that preference and compare the full set of requirements for it.

Before you commit. A location preference is a real life decision. Changing a selection in the form does not establish residence, a local connection or an intention you do not have.

Doing any of these does not mean a path would open. Each one changes a single requirement; the others still apply, and a lawyer can tell you which are worth the effort in your case.

Review supporting factors, barriers and assumptions

What’s working for you, and what’s in the way

Here’s what the rules say, based on your answers.

    Working for you

    • You appear to meet the BC Base stream's $600,000 net worth and $200,000 own-funds investment minimums.
    • You appear to have qualifying BC Base owner-manager or senior manager experience in the last 10 years, and the required post-secondary education or ownership alternative.
    • Your ownership share, job creation, CLB 4 results, on-site management and business type appear to fit BC Base stream rules.
    • You appear to meet Manitoba's 3 years of recent business experience (as an owner of at least one-third or a senior manager), CLB 5, high school and $500,000 net worth requirements, with no other application in process.
    • Your planned investment appears to meet Manitoba's minimum for the business location, and you plan at least one job for a Canadian citizen or permanent resident.
    • You appear to meet the BC Regional stream's personal requirements we can check: a new business, $300,000 net worth, a $100,000 personal investment, at least 51% ownership, one new full-time job, CLB 4, more than 36 months as an active owner-manager in the last 5 years, and the education requirement (a post-secondary credential recognized in Canada, or at least 36 of the past 60 months with 100% ownership). You may be asked for an educational credential assessment for a credential earned outside Canada.
    • You appear to meet the federal rules for business nominees: at least one-third ownership, active on-site management in the province, and no passive investment.

    In the way

    • The former Ontario Entrepreneur Stream is closed to new applicants. You reported no immigration application in progress. This result concerns that former stream only; other immigration or work routes need a separate assessment.
    • You have no pending Self-employed Persons application, and IRCC has not accepted new applications to that program (for cultural and athletic self-employment) since April 30, 2024.
    • You have no pending Start-up Visa application, and IRCC has not accepted new Start-up Visa applications since June 30, 2026.

    Still need to know

    What we assumed

What this assessment took as given. If any of it is wrong, change your answer and we’ll prepare a fresh one.

    • We checked your answers as they stood on November 1, 2026, against the rules in force then. A change announced after that day isn’t included here.
    • You asked us to compare British Columbia, Manitoba and Ontario, so those are the places we looked at. Other provinces and territories may have streams that fit you.
    • 3 answers you wrote in your own words were not read by the rules: they only read the questions with set answers. A lawyer reads what you wrote.

    Documents & dates

Dates come from the saved facts and applicable rules. Confirm them against your records.

What the supporting records must show

What your records will have to show

Your answers flagged these points to check in your records. We haven’t seen the documents yet; each item tells you what would settle it.

Let’s look at what your records need to show. We’re working from your answers and haven’t seen the documents. Each item explains what may follow if it stays unresolved, and what would settle it. None of it is a prediction about your application, and none of it is scored.

    Missing documents and other requirements

    • That the settlement funds a program requires are shown by the recordsNote for your records

You gave the settlement funds available to you as 300000, for a family of 3.

Where a program requires settlement funds, the amount is established by the documents filed rather than by the figure given here, and the figure has to be met on the day it is assessed. Funds the records do not establish, or that are not available to be used, cannot support the requirement.

What settles it: Official letters from every bank or financial institution holding your money, on their letterhead, with their contact details, your name, your outstanding debts, and for each account its number, the date it was opened, the current balance and the average balance over the past 6 months, together with an account of any money that is not yours to use.

Action ranking: Recorded status deadlines and conflicting evidence come first, followed by missing eligibility facts, applicant-controlled improvements, documents and dependent opportunities. Applicant-reported dates still need document verification. The size of a hypothetical points gain is not a probability or the sole ranking factor. Costs and completion times are not estimated without a source.

This is a starting point, not a decision. It is based on your recorded answers, before document verification. Only the competent government authority can decide an application.

We use Government of Canada and provincial or territorial government pages for immigration requirements and published figures. We calculate your estimates from your answers. Our own guides and Marketplace listings are labelled separately. We never use lawyers’, consultants’, forum or news sites as sources.

    Good to know

    • Manitoba is not holding Business Investor Stream EOI draws. Under its interim process you email an Entrepreneur Pathway EOI (with the Business Concept Form, Self-Assessment Form and Code of Conduct), and Manitoba aims to review it within four weeks, issuing a Letter of Advice to Apply if it meets the program's requirements or a feedback letter if it does not. The application processing fee is $2,500, and Manitoba may prioritize applications for businesses that bring significant economic benefit to the province.
    • BC invites the highest-scoring Entrepreneur Immigration registrants roughly monthly; 2026 Base draws needed about 115 to 121 points and issued only 7 to 15 invitations each.
    • BC Entrepreneur Immigration runs from registration and invitation to application ($300 and $3,500 fees), a Performance Agreement and a work permit, then nomination after a final report: in the Base stream between 550 and 610 days (about 18 to 20 months) after your work permit is issued, and in the Regional stream between 366 and 610 days (about 12 to 20 months). Your Performance Agreement sets your actual dates.
    • Federal business programs are effectively closed to new applicants in 2026, so provincial and territorial entrepreneur streams are the main business route to permanent residence; a planned High Impact Start-up Pilot has no announced launch date yet.
    • Ontario's new Workforce Priority stream needs an Ontario job offer (or self-employed physician status), so it cannot be used to immigrate as an entrepreneur or business owner.
    • Rules, programs and how people are selected can change, sometimes quickly.
    • Meeting the minimum requirements doesn’t guarantee an invitation or an approval.
